Sacramento Kitchen Permits
The City’s Community Development Department for addresses inside the limits, the County for Carmichael, Fair Oaks, Arden-Arcade and Gold River — what each publishes about kitchen remodels, exempt work, and how to apply.
Quick Answer
Who issues a kitchen permit in Sacramento?
The City of Sacramento for addresses inside the city limits; Sacramento County for Carmichael, Fair Oaks, Arden-Arcade, Gold River and the rest of the unincorporated county; Folsom, Elk Grove and Rancho Cordova for themselves. The City’s FAQ opens with “Is my address in the City jurisdiction?”
The County lists kitchen/bath remodel among projects that need a permit and refers to Residential Code Section 105.2 for exempt work; the City lists remodeling and electrical, mechanical and plumbing work as permit-required and publishes no exemption list. Cabinets replaced in place touch neither list; moved fixtures or new circuits land on both.
Key Takeaways
- Carmichael, Fair Oaks, Arden-Arcade and Gold River have Sacramento-area addresses and County permits; the City’s building FAQ publishes a jurisdiction lookup for the question.
- Sacramento County’s FAQ lists kitchen/bath remodel, electrical panel and circuit, gas line, sewer, water service and water heater among projects that need a permit, and refers to CBC/CRC Section 105.2 for exempt work.
- The City of Sacramento states a building permit is required for remodeling and for work on electrical, mechanical and plumbing systems; the fetched City pages publish no exempt-work list.
- County express permits — heating and cooling, panel repair, reroof, sewer, water heater — issue automatically on payment; kitchen remodels are not on the list. City minor permits are projects needing no plan review.
- Both departments are electronic: the City’s public permit portal for almost all permits, the County’s Citizen Access portal for all plan submittals. Counters at 300 Richards Boulevard and 9800 Goethe Road.
- Folsom, Elk Grove and Rancho Cordova could not be fetched at time of writing; their rows say so.
Is a Sacramento Address a City Permit or a County Permit?
A Sacramento mailing address covers two building departments and three more cities. The City’s own FAQ opens with the question.
The City of Sacramento’s Community Development Department issues permits for every address inside the city limits — East Sacramento, Land Park, Midtown, the Pocket, Natomas and the rest. Sacramento County’s Building Permits and Inspection division is the building official for the unincorporated county, which is where a large share of the region’s most-remodeled houses sit: Carmichael, Fair Oaks, Arden-Arcade, Gold River, Orangevale, Antelope and the river-side neighborhoods between them, all of which carry Sacramento, Carmichael or Fair Oaks mailing addresses without being in any city. Folsom, Elk Grove and Rancho Cordova are incorporated cities with their own building divisions.
The City publishes the question itself. Its building FAQ has an entry titled “Is my address in the City jurisdiction?” with a lookup for the purpose, and the County’s shelf-ready ADU plan program is described on the County’s own page as available to County residents in unincorporated areas only — the same boundary from the other side. We settle it in Discovery for every Sacramento-region address, because the two departments publish different vocabularies, use different portals, and sit on opposite sides of the river: the City’s public counter is at 300 Richards Boulevard, third floor, and the County’s Building Assistance Center has moved to 9800 Goethe Road.
A limit of this page: the Folsom, Elk Grove and Rancho Cordova sites all refused automated access at the time of writing, and nothing here quotes them. Their rows in the table say so. Each is an incorporated city with its own building division, and each is the place to confirm scope for an address inside its limits.

When Does Cabinetry Need No Permit in Sacramento?
The County answers by reference to the code. The City lists what needs a permit and does not list what does not.
Sacramento County’s Building Permits and Inspection FAQ states the rule in the Residential Code’s own words: any owner or authorized agent who intends to construct, enlarge, alter, repair, move or demolish a building, or to install, alter, repair or replace any electrical, gas, mechanical or plumbing system, must first obtain the required permit. Its list of projects that typically need one includes kitchen/bath remodel, electrical panel and circuit work, gas line, sewer, water service and water heater. On exemptions it does not reproduce the list; it says to refer to the California Building Code and California Residential Code Section 105.2 for work that is exempt from permit, and describes the FAQ as a general guide. Section 105.2 is the text whose item 6 names painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work — reproduced verbatim by Los Gatos in this guide’s Peninsula page — and the County incorporates it by reference rather than restating it.
The City of Sacramento’s Permit Services page states that a building permit is required for projects such as new construction, additions, tenant improvements, pools, spas, signs, remodeling, and work on electrical, mechanical, and plumbing systems. Neither that page nor the City’s building FAQ, as fetched, publishes a list of exempt work, so this page does not attribute one to the City. The word remodeling on the City’s page is not defined there, and we do not define it for the City.
What both departments make plain is the line that matters. A kitchen whose cabinets and counters are replaced in place, with no change to walls, pipes, wiring or gas, is not a kitchen/bath remodel in the County’s sense of the term, which sits in a list alongside panel, gas line and sewer work; and it is not electrical, mechanical or plumbing work in the City’s. Replace the sink, move the dishwasher, add a circuit for an induction range, or run gas to a new range wall, and it is a permit at either counter. For the in-place case in the County, the Residential Code’s own exemption applies by the County’s reference; for the in-place case in the City, the page is silent, and the Building Division’s appointment line for minor permits and general questions is the place to ask.
Minor Permit, Express Permit, or Plan Review — How Do the Two Departments Sort a Kitchen?
Both departments have a fast lane that a kitchen remodel does not fit in. The vocabulary differs; the sorting rule is plan review.
The City of Sacramento distinguishes minor permits — construction projects that do not require plan review and are subject to field inspection approval — from submittals that need plan review. All minor permits can be obtained by email, and certain minor permits through the public permit portal; as part of the City’s Sacramento Streamline initiative, California-licensed contractors can pull minor permits online and schedule inspections online. If a project requires plan review, both residential and commercial projects must be submitted online: the applicant creates a plan review submittal record and uploads the application, construction drawings and supporting documents through the portal. The City also offers an electronic over-the-counter plan review for certain projects and work, and the online-services page notes that all new submittals and resubmittals must be electronic. Almost all permits, the Permit Services page says, must be submitted online through the public permit portal.
Sacramento County issues express permits for certain residential-only applications — the FAQ lists residential heating and cooling, electrical panel repair or replacement, reroofs with no structural change, sewer line repair or replacement, and water heaters — which can be applied for electronically and are issued automatically when payment is made. A kitchen or bath remodel is not on that list; it is on the list of projects that need a permit application. The County’s Building Permits and Inspection page states that the division only accepts electronic plan submittal and review for all types of building projects, large and small, and the FAQ says all plan review and permit fees are paid online through the Citizen Access portal, with cashier services available in person at the downtown and Goethe Road locations.
Neither department publishes a review duration on the pages we read, and none appears here. Neither publishes a fee figure on those pages either; the County notes a technology fee and the City a fee-payment page, and both direct applicants to pay in the portal. What the two pages publish in common is the same sorting rule as every other jurisdiction in this guide: a project with no plan review is a minor or express permit, and a kitchen remodel that moves walls, fixtures or circuits is a plan-review submittal, filed electronically, with the electrical and plumbing work permitted alongside it.
Who Pulls a Sacramento Permit?
The owner or an authorized agent, in the County’s words; a licensed contractor online, in the City’s. The paperwork for an owner-builder is published by both.
The County FAQ’s permit rule names any owner or authorized agent as the party who must obtain the permit, and the County publishes the forms that define the roles: a Notice to Property Owner as Owner-Builder, an Authorization of Agent to Act on Property Owner’s Behalf, and a Contractor Declaration, all listed on the Building Permits and Inspection page. The City’s Permit Services page describes the online minor-permit route as available to California-licensed contractors, and its building FAQ states that a basic user account is required to pull minor permits and submit projects for plan review through the public permit portal. Both departments, in other words, are set up around a licensed contractor as applicant of record, with the owner-builder route documented but separate.
The Contractors State License Board’s owner-builder notice describes what that separate route means — by signing a building permit application as an owner/builder, the owner assumes full responsibility for all phases of the project and its integrity — and the hub page of this guide covers it. For a Sacramento-region kitchen remodel, the practical answer is the one everywhere else: the general contractor running the construction holds the building permit, the licensed electrician and plumber hold theirs, and a cabinets-only project in place has nothing to pull. PineWood’s scope is the cabinetry, built in our Rocklin workshop and installed by our own crews; we do not perform electrical or plumbing work, and those permits belong to the trades that do.
How Does Our Process Absorb a Sacramento Permit?
Rocklin is a short drive from every address on this page, which makes the inspection sequence, not the delivery, the thing we schedule around.
Discovery settles the jurisdiction — City, County, Folsom, Elk Grove or Rancho Cordova — and maps the existing circuits, plumbing and gas. Conceptual Design decides whether any of them move, which decides whether the kitchen is in-place work or a plan-review submittal; in the County’s terms, whether it is a kitchen/bath remodel on the permit-required list. Design Development and Final Specifications produce our shop drawings against the plan set the general contractor files electronically with the City or County, and fabrication in Rocklin proceeds while that review runs, against dimensions we freeze only once the approved drawings fix the walls and rough-ins.
Installation is scheduled against inspections. The County’s FAQ publishes its inspection rule — next-day inspection, if available, must be scheduled by five the previous day — and the City’s online-services page says inspections are scheduled as normal with the inspector calling on the day to set a time. Electrical and plumbing finals belong to the licensed trades that pulled those permits; our installation follows the rough inspections and precedes the finals. Because our workshop is in Rocklin, a Sacramento-region kitchen is the one case in this guide where the drive is the easy part, and the calendar is set entirely by which counter the address belongs to and how fast its plan review runs — which neither counter publishes, and so neither does this page.

Frequently Asked Questions
- Is my Sacramento address a City or a County permit?
- If the parcel is inside the city limits — East Sacramento, Land Park, Midtown, the Pocket, Natomas — it is the City of Sacramento’s Community Development Department. Carmichael, Fair Oaks, Arden-Arcade, Gold River, Orangevale and Antelope are unincorporated and belong to Sacramento County Building Permits and Inspection. The City’s building FAQ has a lookup titled “Is my address in the City jurisdiction?” for exactly this question.
- Does Sacramento County require a permit for a kitchen remodel?
- Its FAQ lists kitchen/bath remodel among the projects that typically need a permit, alongside electrical panel and circuit work, gas line, sewer, water service and water heater. For exempt work it refers to California Building Code and Residential Code Section 105.2 rather than restating the list.
- What does the City of Sacramento say needs a permit?
- Its Permit Services page states that a building permit is required for projects such as new construction, additions, tenant improvements, pools, spas, signs, remodeling, and work on electrical, mechanical, and plumbing systems. The pages we read do not publish a list of exempt work, so this guide does not attribute one to the City.
- Can a kitchen remodel be an express or minor permit in Sacramento?
- Not on either department’s published list. The County’s express permits cover residential heating and cooling, panel repair or replacement, reroofs without structural change, sewer line repair and water heaters, issued automatically on payment. The City’s minor permits are projects that do not require plan review. A kitchen remodel that moves walls, fixtures or circuits is a plan-review submittal at either counter.
- Where do I apply in the City and the County?
- The City says almost all permits must be submitted online through its public permit portal, with a public counter at 300 Richards Boulevard, third floor. The County accepts only electronic plan submittal through its Citizen Access portal, with the Building Assistance Center at 9800 Goethe Road. Both say fees are paid in the portal.
- Why are Folsom, Elk Grove and Rancho Cordova not quoted on this page?
- Because their websites refused automated access at the time of writing, and this guide does not cite a page it has not read. Each is an incorporated city with its own building division, and each is the place to confirm scope for an address inside its limits.
